The relevant decree №452 / 2021 of August 28 was published on the official portal of the President of Ukraine and enters into force on the day of its publication.

“In accordance with Article 107 of the Constitution of Ukraine, I decree: to put into effect the decision of the National Security and Defense Council of Ukraine of July 30, 2021” On measures to neutralize threats in the energy sector, “the decree reads.

According to the decision of the National Security and Defense Council, by the end of October the government must approve a plan of measures to stimulate the development of the domestic oil refining industry.

In particular, the Cabinet of Ministers of Ukraine until October 31, 2021 is instructed:

• take measures to strengthen state control over the safety and quality of petroleum products used in Ukraine;

• approve action plans to stimulate the development of the domestic oil refining industry, ensuring the use of quality petroleum products in Ukraine.

It will be recalled that in accordance with the Energy Security Strategy approved by the order of the Cabinet of Ministers of Ukraine of August 4, 2021 № 907-r import dependence in the supply of petroleum products is recognized as one of the threats to Ukraine’s energy security.
