On Wednesday, during the plenary session, the Mazhilis in the first reading approved the draft law “On Amendments and Additions to Certain Legislative Acts on the Protection of Children’s Rights.” In this document, two deputies from the ruling party provided for norms to restrict the work of social networks and instant messengers, in case they refuse to open their offices in Kazakhstan.
Such norms, according to parliamentarians, will help fight cyberbullying and protect children. But when discussing the bill, the deputies bypassed the formulations on blocking, trying to focus on the protection of children.
“The bill provides for solving the infrastructure deficit for the rehabilitation of children with special needs. This norm establishes the expansion of the competence of local executive bodies of regions, cities of republican significance and the capital to create rehabilitation centers for children with disabilities at existing health care facilities in order to provide rehabilitation services in cities of republican and regional significance and districts. Thus, we create opportunities to increase rehabilitation centers, ”said one of the developers of the bill, MP Dinara Zakieva.
