The Russian government has submitted to the State Duma a draft law on the partial lifting of the ban on the privatization of land plots located in the second belt of sanitary protection zones (SZO) of water supply sources. The document has been posted in the legislative support system.
“The abolition of <…> restrictions on the provision of land plots within the boundaries of the second zone of the ZZO in ownership has economic and social significance”, –it says in the explanatory note to the bill.
It is noted that, according to the current legislation, land plots located in the first and second zones of the sanitary protection zones of sources of drinking and domestic water supply cannot be granted to private ownership. However, due to the historical features of the development of the territory, large industrial enterprises, transport and logistics centers and individual residential buildings are located within the boundaries of the second belt of the WSS of rivers, canals, reservoirs. The owners of these plots are not able to take advantage of the dacha amnesty mechanism, sell, donate or inherit their land.
“The proposed change does not create additional risks of contamination of drinking water supply sources, since compliance with the requirements of sanitary legislation does not depend on the type of land right”, the document says.
