The Mazhilis of the Parliament of the Republic of Kazakhstan at a plenary session in the first reading approved the draft Law of the Republic of Kazakhstan “On amendments and additions to the Criminal Code of the Republic of Kazakhstan on the death penalty,” Kazinform correspondent reports.
As noted by the deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan, Chairman of the Committee on Legislation and Judicial and Legal Reform Arman Kozhakhmetov, the bill was developed in accordance with paragraph 2 of Article 2 of the Optional Protocol of the International Covenant on Civil and Political Rights, ratified on January 2, 2021.
“The draft law is aimed at harmonizing national legislation with the accepted international legal obligations. Kazakhstan has ratified the treaty with the proviso that it reserves the right to use the death penalty in peacetime after being found guilty of committing especially grave crimes by the military of a military nature committed in wartime.
