The document is aimed at improving the mechanisms for the formation of the judiciary, ensuring the priority areas of the ongoing judicial reform to ensure the rule of law and independence of the judicial system.

The law contains two blocks of amendments. The first is to improve the professionalism of the judiciary, to attract professionals specializing in narrow branches of law to the judicial system. In the most difficult areas of law, a separate competition will be held, including the passing of a specialized qualification exam. The Commission for the Quality of Justice will assess the professional performance of judges on the basis of an appropriate methodology approved by the plenary session of the Supreme Court after prior agreement with the Supreme Judicial Council.
