The legislation on elections and political parties will be changed once again: parties will be obliged to adhere to quotas for women and youth, not only when forming party lists, but also when approving the list of deputies. In the quota itself, without expanding it, they will add another category – people with special needs.
President Kassym-Zhomart Tokayev spoke about the need for new amendments to the laws in September. Then he pointed out that the parties kept the quota when forming party lists for the elections, but did not keep it when they approved their lists of deputies.
After the elections in January 2021, there are fewer than a quarter of women-deputies in the majilis, and there is only one deputy under the age of 29.
At the same time, Tokayev also announced the need to allocate a quota for people with special needs.
