From 2027, the Kazakh authorities will begin to control the expenses and incomes of officials. And, if they are exceeded by more than 1,000 MCI, they will either fine civil servants or dismiss them from civil service for three years. These norms, as well as amendments aimed at protecting citizens who have reported facts of corruption, are laid down in the draft law “On Amendments and Additions to Certain Legislative Acts on Combating Corruption”, which was approved by the Mazhilis on Wednesday during the plenary session in the first reading.
“In case of unreasonable excess of citizens’ expenses over their legitimate income, in addition to the 10% individual income tax provided for by the current legislation, we propose to strengthen the responsibility of civil servants. In particular, if the difference in expenses and incomes of officials exceeds 1,000 MCI, a fiscal sanction will be considered. That is, 90% of the difference is returned as an administrative fine. If this difference exceeds the annual income, and he (the civil servant – V) cannot explain where he got it from, a career punishment is considered: he will be dismissed from the civil service for three years for negative reasons,” Marat Akhmetzhanov, chairman of the Anti-Corruption Agency, explained to the deputies. .
