The head of the Ombudsman Institute, Atyr Abdrakhmatova, considers the decision of the Pervomaisky Department of Internal Affairs and the courts to ban peaceful meetings in front of the Russian embassy, the building of the Jogorku Kenesh, the presidential administration and on the central Ala-Too square to be unreasonable.
Abdrakhmatova noted that this contradicts the Constitution of independent Kyrgyzstan and accepted international obligations. In her opinion, such decisions discredit the country before the world community.
She recalled that Article 39 of the Constitution guarantees everyone the right to freedom of peaceful assembly and called on the day of the 20th anniversary of the Aksy events to “learn a lesson”.
“I urge everyone not just to remember the events, but to try to learn a lesson from the tragic consequences of restrictions on the rights and freedoms of citizens. After all, the Aksy events went down in the history of sovereign Kyrgyzstan as the Day for the Defense of Democracy, the Strengthening of Statehood,” she wrote.
