The prosecutor’s office of the Leninsky district of Bishkek opened a criminal case on the fact of torture of Kyrgyz jazzman Vikram Ruzakhunov in Kazakhstan. This was announced by his lawyer Nurbek Toktakunov on his Facebook page.
He noted that he recalled Article 51 of the Constitution, according to which, “the Kyrgyz Republic guarantees its citizens protection and patronage outside of its borders.”
“This means that if the Kazakh authorities do not punish Vikram’s torturers, then our authorities will have to find and punish them. But in fairness, it should be noted that the Kazakh Anti-Corruption Agency also launched its own investigation into this atrocity. Now everything depends on the interaction of Kazakh and Kyrgyz law enforcement agencies within the framework of the Chisinau cooperation agreements,” Toktakunov wrote.
