On Wednesday, during the plenary session, the Mazhilis in the first reading approved the draft law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Development of Land Relations,” Vlast.kz reported.
The new document provides for the extension of the ban on the sale of agricultural land to citizens of Kazakhstan, permission to lease land for 49 years and a number of other norms.
“The purpose of the developed bill is to improve land legislation, regulate the institution of leasing agricultural land and strengthen state control over the use and protection of land,” said the acting director. Minister of Agriculture Aydarbek Saparov.
Among the main changes are the provision of agricultural land to Kazakhstanis and Kazakhstani legal entities for a long-term lease for a period of up to 49 years, with the priority right to prolong the lease for a new term upon its expiration; alienation of land use rights to agricultural land between land users without redemption from the state. At the same time, noted the acting. Minister, a prerequisite will be a period of their use of at least five years, as well as notification of the authorized body for land relations.
