The protocol on the lease of a site on the border with Tajikistan, signed by Adakhan Madumarov in 2009, has no legal force. This was stated by the former Prime Minister of Kyrgyzstan Felix Kulov. Because of the signing of this document, Madumarov was interrogated several times in the Prosecutor General’s Office in January. And President Zhaparov called the signing of the protocol “an unforgivable betrayal for centuries.”
Felix Kulov recalled that in 2009, Madumarov, being the Secretary of the Security Council, signed a protocol on the lease of 275 square meters from Tajikistan on an unspecified section of the border for the repair of the Osh-Batken-Isfana road and the construction of a bridge. He notes that it is precisely because of this document that “the Tajik side considers this site to be theirs.”
