The State Duma on Tuesday adopted in the third and final reading a bill on the organization of public power in the constituent entities of the Russian Federation, establishing a single term of office for the heads of regions and lifting the ban on holding this position for more than two consecutive terms.
As the speaker of the State Duma Vyacheslav Volodin noted earlier, this is a basic law, “which also contains direct norms, and lays down certain parameters for the organization and work of regional authorities: executive, legislative, and local self-government bodies.”
The document contains a list of powers of the constituent entities of the Russian Federation, which consists of about 170 points, the principles of the activities of regional authorities are determined. In the future, changes in powers will be coordinated with the State Council, only after that it will be possible to amend the law. According to the law, income from the use of property of a constituent entity of the Russian Federation, its unitary enterprises, funds from the sale of this property go to the regional budget. Exceptions will be income from leased property of budgetary and autonomous institutions.
The law also includes provisions on the so-called matryoshka regions, when one constituent entity of the Russian Federation is part of another. It is envisaged that the incomes of the autonomous districts will be credited to the regional budget.
