The State Duma adopted in the second reading the draft federal budget for 2022 and the planning period 2023-2024. It is planned that the third reading of the document will take place on November 25.
The government has submitted amendments to the second reading of the federal budget, which provide for the redistribution of 641.4 billion rubles in 2022, 665.2 billion rubles in 2023, and 815.4 billion rubles in 2024, Deputy Finance Minister Irina Okladnikova said at a meeting earlier. committee on the budget. On November 19, the committee approved three amendments by the President of the Russian Federation to the draft federal budget for 2022-2024, providing financial support for the head of state’s proposals to increase the living wage and the minimum wage (minimum wage).
It is assumed that following the implementation of the amendments, the cost of living and the minimum wage will rise above the projected inflation. As the plenipotentiary representative of the President of the Russian Federation in the State Duma Garry Minkh explained earlier to journalists, this will amount to “about 8.6% in one direction and more than 8% – somewhere around 8.13% – in the other direction.” According to these calculations, the minimum wage should increase to 13 thousand 890 rubles, and the subsistence minimum per capita – to 12 thousand 654 rubles. For the working-age population, the subsistence minimum will be 13 thousand 793 rubles, for pensioners – 10 thousand 882 rubles, for children – 12 thousand 274 rubles.
Amendments by United Russia to the second reading of the federal budget for 2022-2024 provide for additional allocation of funds for housing for people with disabilities, the development of a regional road network, the comprehensive development of rural areas and the overhaul of universities. In addition, the amendments provide for the creation of a system of long-term care for elderly citizens and people with disabilities in a number of regions. In particular, funds for the development of regional roads are increasing from 30 to 50 billion rubles per year, and an additional 1.5 billion rubles are allocated for subsidies to air transport organizations to ensure the availability of air transportation, the head of the State Duma Committee on Budget and taxes Andrey Makarov.
